SUBJECT: FY 2002 Department of Human Services Fees and Fee Scales – Madison Adult Day Health Care Center
RECOMMENDATION: Adopt the attached new fee rate and scale for the
Madison Adult Day Health Care Center Program in the
Department of Human Services.
ISSUE: None.
BACKGROUND: As part of the FY 2002 budget process, the Department of Human Services proposes increasing the daily fee for persons attending the Madison Adult Day Health Care Center. The daily fee increase continues the policy of achieving full recovery of direct service costs from persons earning the median income in the Washington Metropolitan Area. The proposed maximum daily fee is $68.00, an increase of $5.00 from the current maximum fee of $63.00 which was adopted in FY 2000. There is a sliding fee scale in place to determine a participant’s daily fee based on the participant’s income or, in the case of a participant living with a spouse, the incomes of both participant and spouse. Because of the sliding fee scale, the increase in maximum fee will only impact those few participants at or above the top of the income scale; those participants with lower incomes will pay the same or a reduced fee.
FISCAL IMPACT: The annual revenue projections from the proposed daily program fee increase shows little change from the FY 2001 revenue; the income level of many of the participants remains at the lower end of the sliding scale. The County Manager’s Proposed Budget for FY 2002 includes total estimated revenue of $166,860 from daily program fees.

NOTE: For those income ranges where the daily program fee is indicated as a percentage of income, the daily fee is calculated by multiplying the percentage times income and dividing by 240 (the average number of program days per year). For instance, an unmarried participant with an income of $20,000 per year would pay ($20,000 X 19.5%)/240 = $16.25 per day.
