The Zoning Ordinance is very specific in stating that:
No excavation shall be commenced; no wall, structure, premises or land shall be used; no wall, building or structure or part thereof shall be built, constructed or altered; nor shall any building be moved; nor shall any regulated sign be erected, repaired or repainted until application has been made and the proper approval or permit has been obtained from the Zoning Administrator.
Every application for a building permit that is required under Section 36 of the Zoning Ordinance shall be accompanied by fees as currently published.
Application process: a building permit application (PDF Format) is obtained from the Inspection Services Division (ISD) and completed by the applicant. This permit is initialized in the Permits Plus System in ISD.
Applications for building permits may be walked through or routed through.
Walk through means that the applicant can take his plans and have them reviewed and approved (or denied) at the Zoning Counter and Public Works Counter, and then back to ISD for a permit to be issued or reviewed further by ISD staff.
Route through means that the plans have to be left at the ISD Counter to be reviewed by the Zoning Office plan reviewers, not Zoning Counter staff.
Residential:

- Footing and foundation permits for NEW HOMES
- New Homes
- Temporary construction/storage trailers
Commercial:
- Roof top (anything)
- First floor or below permits
- Garage level permits
- Top floor or penthouse permits
- Temporary construction/storage trailers
- Construction Cranes
Walk through building permits to be reviewed at the Zoning Counter MUST be accompanied by plans to scale for all interior or exterior work, and a plat to scale for ALL exterior work, including additions, air conditioning units, heat pumps, garages, sheds, and all other accessory structures. (No exceptions)
Placement (set backs), height, coverage, and use are reviewed at the Zoning Counter.
