Planning Staff has been meeting with building industry representatives over the past two years to improve the effectiveness of Standard Site Plan Conditions (SSPC) for both construction and monitoring. At the same time the County is acquiring new software that will allow improved tracking and access to status on the web.
We are providing 2 documents that follow our process so far.
- SSPC from November 24, 2009, identifies initial comments raised by the development community (NVBIA/NAOIP).
- SSPC from February 7, 2011 includes staff responses and reflects the most current version.
Several critical issues have been identified:
- Timing requirements
- Internal inconsistencies with permitting
- Lack of flexibility with Certificates of Occupancy and;
- Weather delays
The new software has several implications:
- Improved tracking of permit status
- Ability to view compliance
- Would require restructuring of SSPC
- Conditions with multiple items and different timing will need evaluation
The intent of this process is to improve efficiency of tracking and enforcement of conditions, not change content. Important things to remember:
- The SSPC is a starting point for negotiation on each site plan.
- Agreed upon conditions are thoroughly reviewed by staff before being adopted by the County Board.
- Final proposed conditions for each site plan are made public during the review and approval.
- Many opportunities for public review of proposed conditions to determine if they are appropriate for each site and neighborhood.
