The data on housing needs handout summarizes housing market trends in recent years.
Affordable Housing Accomplishments
This handout provides information on preservation of Buckingham Village, Live Near Your Work ownership programs, the range of rental and owner assistance programs available, County Board policy actions, number of Committed Affordable Units (CAFs) units added in recent years, and supportive housing accomplishments in FY 2007.
Multi-family Rental Stock
The County conducts an Annual Rent and Vacancy Survey. The 2009 Survey found a total of 41,548 units in 385 multi-family rental complexes. Approximately 60% of these multi-family units are in elevator buildings and 40% are in garden complexes.

Average Rents
Rents increased in 2009 with a tight rental market. The average rent for elevator building units increased 2%, while the average rent for all garden apartments units increased 6%. Average rent for all multi-family units county-wide increased 4% to $1,711. See Rent and Vacancy Survey memo for more info on methodology and trends.

Median Family Income
The Department of Housing and Urban Development (HUD) estimated that the median family income for a family of four for the Washington Metropolitan Area for 2009 was $102,700. The table below shows income by household size and percent of median income. View income and rent limits for committed affordable units.

Affordable Units
Committed Affordable Units (CAFs)
The County is acting to develop new and preserve existing affordable housing. Rental Committed Affordable Units (CAFs) are those units committed to remain affordable through nonprofit ownership, site plan conditions, or government program requirements. Rental CAFs serve low and moderate income households for a minimum of 30 years. Owner CAFs are owner-occupied units whose owners received County subsidy to assist with the purchase. In FY 2008, the County added 268 CAFs, including 247 rental and 21 owner units. This raised the total CAF rental supply to 6,001 units.
The County has a housing target of adding 400 CAFs per year. This graph below illustrates the number of the CAFs produced in the past six fiscal years and distinguishes those added by preservation of existing units versus new construction.
