Arlington County Board Establishes Towing Advisory Board
 
First step to enacting a new ordinance to regulate towing in Arlington

The Arlington County Board today created a new Advisory Board on Trespass Vehicle Towing and appointed members to the Advisory Board.

The Advisory Board will review provisions recommended for a new ordinance regulating trespass towing in Arlington, and provide input and recommendations for the County Board’s consideration.

“Establishing this Advisory Board is the first step in our efforts to regulate towing in Arlington,” said Christopher Zimmerman, Chairman of the Arlington County Board. “Prior to the General Assembly’s action this spring, our hands were tied and we are pleased to have new tools with which to deal with unscrupulous towing practices.”

Advisory Board Members
The County Board appointed the following members to the new Advisory Board on Trespass Vehicle Towing:

  • Captain Kamran Afzal, Arlington County Police Department
  • Sergeant Darrin Cassedy, Arlington County Police Department
  • Captain David Dailey, Arlington County Police Department
  • Al Leach, Al’s Towing
  • John O’Neal, Advanced Towing
  • Fred Scheler, Henry’s Wrecker
  • Nancy Iacomini, resident
Background
During its 2006 session, the Virginia General Assembly enacted legislation granting localities the authority to adopt ordinances regulating the removal of trespassing vehicles from private property. Prior to adoption of an ordinance, the governing body is required to appoint an Advisory Board.

The Virginia Code states that the voting members of the Advisory Board shall consist of an equal number of representatives of local law enforcement agencies and representatives of licensed towing operators, and one member of the general public.
