Members of the Arlington County Board of Equalization
Margaret Hogan - is a 38 year resident of Arlington and has been a community activist for many years. She holds a B.A. from Michigan State University, and is a member of the Arlington Civic Federation, Ashton Heights Civic Association and serves on the Legislative Committee of the Arlington Civic Association. Ms. Hogan is a 20 year member of the Arlington County Democratic Committee with a particular interest in affordable housing issues.
José Penaranda - came to the United States from Bolivia in 1979. After earning a degree in Computer Science, he managed a Language School in the District of Columbia. Married for 19 years and is the proud father of three children. Mr. Peñaranda is a Real Estate business professional since 1983, and has owned his own brokerage company since 1987. He dedicates many hours of volunteer work at a local Homeless Shelter. He has been an Arlington County resident since 1990 and brings 25 years of experience in Real Estate to the Board of Equalization.
Mary Dooley - has over 25 years experience in Residential & Commercial Lending. Ms. Dooley currently operates MPD Mortgage Company, a full service residential mortgage brokerage company with main operations in Arlington, VA. In addition to serving on the Alliance for Housing Solution Board of Directors, she is currently the Vice President and has served as President for two terms for the Virginia Association of Mortgage Brokers. The VAMB represents the statewide interest of Mortgage Brokers in the area of Compliance, Education, Ethics, Legislative and Lobby efforts on both state and national level. Ms. Dooley holds a B.S. in Psychology from the State University of New York and a M.B.A. from Florida Institute of Technology.
Kenneth Matzkin - has been a resident in Arlington since 1970. After a career of public service, he joined Buck & Associates in 1998. He holds degrees in Economics and in Business Administration. Mr. Matzkin is a long-time member of the Ashton Heights Civic Association, and is also active in the Arlington Chamber of Commerce. He is a member of Leadership Arlington’s Class of 2005 and currently serves on the Chamber’s Board of Directors. He is also a graduate of the Chamber’s “Leadership Arlington” program.
Jack Goodman - is a real estate economist who has lived in Arlington since 1975. He is a past chairman of both the Arlington Housing Commission and the Arlington Planning Commission, and he served as president of the Thomas Jefferson Middle School PTA. Now a consultant, his previous professional positions include chief economist for the National Multi Housing Council, senior economist with the Federal Reserve Board, and economics faculty at the University of Virginia. Mr. Goodman is a graduate of Miami University and earned a Ph.D. in economics at the University of Michigan.
David M. Gilson - During the course of his 25-year career, David Gilson has represented many of the Washington DC area's largest tenant organizations in numerous leasing transactions. An attorney by training, Mr. Gilson has published numerous articles on leasing topics in a variety of legal and business publications. Previously, he was a principal in Barnes Morris Pardoe & Foster (BMPF), the then largest commercial brokerage firm in the DC area. In past years, Mr. Gilson also served as commercial office building industry expert to a top-tier national consulting firm in that firm's program to introduce new energy saving technologies into the commercial office market. Mr Gilson is a graduate of the University of Pennsylvania and the Cornell Law School, and is a member of the Bar (Inactive) in the District of Columbia. He holds a Real Estate Broker License in Virginia, Maryland and the District of Columbia. A resident of Arlington with his wife and their three teenagers, he enjoys skiing, golf, travel and reading historical fiction.
