DEPARTMENT INTER-FUND SUMMARY

MISSION STATEMENT: To maintain and protect the environment through the collection, treatment and disposal of wastes; to conserve natural resources; and to plan for the future environmental needs of the people who live, work and do business in Arlington County.

FY 2004 PRIORITIES: The FY 2004 priorities of the Department of Environmental Services (General Fund and Utilities Fund agencies) are to:

  • Continue to implement changes in the County's Chesapeake Bay Preservation Ordinance and continue stream monitoring and restoration projects and watershed education activities.
  • Continue annual wet weather monitoring and dry weather inspections of the County's storm sewer system, as required by the County's Municipal Separate Storm Sewer System (MS4) permit.
  • Expand environmental purchasing efforts and environmental outreach and education and enhance the use of environmentally sound technologies by County agencies in an effort to promote green technology and sustainability.
  • Complete the stormwater utility feasibility study, originally approved in FY 2002 and funded through the Source Control Fund, in order to evaluate potential funding alternatives to support the County's MS4 permit requirements, expanded stormwater management programs, and other watershed management initiatives.
  • Continue using Internet and other technologies to enhance users access to services and information.
  • Implement the 2001 update to the Water Pollution Control Division Master Plan to address environmental issues, create a model wastewater treatment facility, meet new regulatory mandates and be a good neighbor.
  • Continue to expand both the scope of the Household Hazardous Waste (HHW) program and opportunities for residents to fully utilize it.

PRINCIPAL PROGRAMS: The programs of the Department of Environmental Services are funded in both the General and Utilities Funds. Environmental Services is also the lead agency for managing the Utilities Fund, including the Debt Service and Other agency. Descriptions of the Programs and Budgets are found in Section O for the Utilities Fund Programs and in the following pages for the General Fund Programs. The split between Funds is illustrated in the following chart.
