Director’s Office/Administration
The Director’s Office/Administration ensures that the Department of Management and Finance staff receive the leadership, policies, tools, services and support required to serve their customers. This program area provides overall leadership, management and administrative support for the Department of Management and Finance, as well as for the Department of Real Estate Assessments (a division of DMF).
Management and Budget
The Management and Budget Section provides financial and policy analysis to the County Board, County Manager, departments, agencies, and citizens; prepares the annual County operating budget and the capital improvement program; analyzes budget requests, prepares the Proposed and Adopted Budgets, monitors expenditures and revenues, and provides tax policy analysis; prepares regional tax rate comparisons, forecasts multi-year revenues and expenditures, and conducts management, policy, and program reviews of County operations; provides management and budget analysis, policy and legislation review, and intergovernmental coordination relating to transportation finance, especially associated with the County's participation in the Northern Virginia Transportation Commission (NVTC) and the Washington Metropolitan Area Transit Authority (WMATA); serves as the primary resource in productivity analyses and performance measurement activities; and plans, develops, administers and monitors the County's Capital Improvement Program (CIP) and works with the County's financial advisors, underwriters and bond counsel on these and similar issues. Financial Analysis, Accounts Payable and Internal Audit
The Financial Analysis, Accounts Payable and Internal Audit Section provides financial information to the public, the County Board, County management, County staff and other interested organizations such as the bond rating agencies; ensures the integrity of the financial information systems; posts all transactions in an accurate and timely manner and applies the appropriate level of internal accounting and financial management controls; and conducts a regular independent internal audit of the County's finances. Purchasing Office
The Purchasing Office seeks to provide high quality goods and services at reasonable cost by assuring that all purchasing actions are fair and impartial, with all qualified sellers having equal competitive access to County business; provides purchasing services, consults with user agencies on bidding strategies and contract development for all County departments and agencies, and participates in regional cooperative purchasing efforts, which often result in cost reductions through volume buying; and assists in the development of contract specifications and contract negotiations to obtain the greatest value for the County.
