The primary goal of the Behavioral Healthcare programs is to promote maximum independent living in the community for persons with serious mental illness or substance abuse problems, thereby preventing unnecessary, restrictive institutional placements. The objective is to help these individuals become productive Arlington citizens who are integrated into the community.
