Public Right-of-Way Permits Guide

 

Purpose 

The Arlington County Code requires all structures to be constructed within the public right-of-way comply with the standards, specifications, regulations, and special conditions of the Department of Environmental Services.  Before construction may begin, the contractor/owner must receive approval  from Permitting & Inspections Office and Water & Sewer Engineering Section, Division of Transportation , and the Department of Parks, Recreation and Culture Resources of the engineering plans showing in detail the proposed work.  Approval of any work is given in a form of a Public Right-of-Way Permit obtained from the Permitting & Inspections Office. 

Work includes construction, demolition, replacement or excavation work of the following:

  • Conduit
  • Curb & Gutter
  • Driveway
  • Emergency work in Right-of-way
  • Fiber optic
  • Guy wire Installation
  • Overhead wires
  • Sidewalk
  • Test hole
  • Tree planting/landscaping
  • Utility pole relocation
  • Water/sewer Service connections

You may pickup a form at the Department of Environmental Services office at 2100 Clarendon Boulevard, Suite 800 or forms can be downloaded time this page.  To apply for a Public Right-of-way permit, applicant, being the contractor performing the work, must submit a Public Right-of-Way Permit Application along with five (5) sets of the corresponding engineering plans to the Permitting & Inspections Office, in Suite 800, for review and consideration.  A list of document requirements per permit activities is available in the Special Conditions, Regulation and Instructions for New Underground Utility Construction Guide.

The applicant will be contacted upon approval of permit application.

Cost of Right-of-way Permits:

All Right-of-way permit and application fees shall be collected at the time of permit issuance.  Fees vary depending on situation and time duration needed.  Click here to view Chapter 22 "Street Development and Construction", Section 22.7 entitled "Charges" for referenced right-of-way fees per Arlington County Code.

NOTE:  FEES MUST BE DETERMINED BY THE COUNTY.

Other Public Right-of-Way Permits for Transportation Right-of-way Activities and Events

The County also requires a Transportation Public Right-of-Way Permit (TPROW) for any proposed work that may block or substantially limit the use of roadway, sidewalks and/or parking meters. 

Transportation Right-of-Way Permit Application (TPROW) (26.6 Kb PDF Format) - This form is for traffic interruptions, block parties, moving vans, construction equipment, cranes, dumpster, PODs, trailers, trucks, lane closures, over weight and oversized vehicles, parking meter closures, and sidewalk closures in the public right of way.

 

To apply for a Transportation Right-of-way permit, applicant must submit their application along with all necessary documents regarding the proposed work to the Permitting and Inspections Office at 2100 Clarendon Boulevard, Suite 800.  Applicants must apply for this permit three (3) to five (5) days prior to any work commencing in the public right-of-way but not prior to the approval of any applicable Public Right-of-Way permit applications.  Both Right-of-way permits shall be issued to applicant simultaneously.
