Arlington & the American Recovery and Reinvestment Act of 2009 (ARRA)

 

Updates on Arlington's ARRA projects

Arlington County is on target overall with meeting the established project milestones and the federal requirements to expend funding by the federal deadline of September 30, 2012.  The County continues to expend awarded American Recovery and Reinvestment Act (ARRA) funds as expeditiously and responsibly as possible. 

As of June 30, the County has spent approximately $4.2 million in ARRA funding, or 36% of the awarded total. This number will dramatically increase in the next two quarters as a result of:

  1. Scheduled delivery of transit buses in September, for which the County will expend roughly $2.8 million,
  2. Completion of the $3.58 million Transportation System Management and Communications Plant Upgrade by the end of the calendar year, and
  3. Continued expedited spending of $2 million in Energy Efficiency and Conservation Block Grants (EECBG) funding for energy efficiency improvements/solar panel installation at County facilities.

Background

With the enactment of the American Recovery and Reinvestment Act of 2009, Arlington County is receiving approximately $11.6 million in direct funding to support a wide range of activities, including investments in our transportation system, energy efficiency and greenhouse gas emissions reduction activities, social safety net programs and support for local law enforcement. 

In addition to this direct funding, Arlington is benefiting from $10.3 million in transportation funding awarded to the Virginia Department of Transportation that is allowing the long overdue Courthouse Road Interchange Project to move forward.  Construction on this important project is scheduled to be completed in Fall 2013.  

Additionally, Arlington is benefitting from $5.6 million in tax credit assistance provided through the Virginia Housing Development Authority for improvements at affordable housing complexes. Finally, Arlington is benefiting from the Build America Bonds program, which is resulting in $2.3 million in savings to the County over the 25-year life of the bonds.
