50th YEAR ANNIVERSARY CELEBRATION OF SENIOR ADULT PROGRAMS

WHEREAS, the Office of Senior Adult Programs was inaugurated on October 4, 1954;

WHEREAS, on December 10th, the Arlington Senior Adult Council will celebrate the 50th Anniversary of the Office of Senior Adult Programs;

WHEREAS, the Office of Senior Adult Programs enhances the lives of seniors through fitness, nutrition, wellness education and risk prevention for the over-55 population;

WHEREAS, the Office of Senior Adult Programs fosters a sense of purpose and empowerment for Arlington senior adults through programs and opportunities that provide new roles and opportunities for leadership, service, and creative expression;

WHEREAS, the Office of Senior Adult Programs encourages social connectedness through programs and activities that promote social interaction and a sense of belonging;

WHEREAS, the Office of Senior Adult Programs cultivates the independence of its participants through access to services and opportunities that maximize autonomy, sense of control and personal choice;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the Arlington County Board, do hereby proclaim December 10, 2004, as the

50th YEAR ANNIVERSARY CELEBRATION OF SENIOR ADULT PROGRAMS

in Arlington County and urge all residents to recognize the value of this service to Arlington’s seniors, helping them to lead independent, active and satisfying lives.


WORLD AIDS DAY 2004

WHEREAS, the spread of HIV infection and AIDS necessitates a County-wide effort to increase communication and preventive action in order to stop the transmission of HIV/AIDS;

WHEREAS, December 1 of each year has been designated as World AIDS Day, a day to expand and strengthen the County-wide effort to stop the spread of HIV/AIDS;

WHEREAS, the Centers for Disease Control and Prevention estimate that 1 in 300 Americans currently are infected with HIV and that nearly 900,000 persons in the United States have developed AIDS;

WHEREAS, the Arlington Department of Human Services’ Public Health Division is encouraging a better understanding of the challenge of HIV/AIDS locally as the number of people diagnosed with HIV and AIDS in the community continues to increase; and,

WHEREAS, the 2004 World AIDS Day theme “Women, Girls and HIV and AIDS: Have You Heard Me Today?” is a reminder that each of us should empathize with, support, respect and care for those living with HIV/AIDS;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the Arlington County Board, do hereby proclaim December 1, 2004, as

WORLD AIDS DAY 2004

in Arlington County and urge, all citizens to take part in activities and observances designed to increase awareness and understanding of HIV/AIDS.


INTER-SERVICE CLUB COUNCIL WEEK

WHEREAS, the Inter-Service Club Council of Arlington (ISCC) has for 64 years served as the liaison between its member service clubs and community organizations, promoting friendship and goodwill, coordinating projects among its members, and providing a forum for the discussion of community needs and concerns;

WHEREAS, the 50th Annual Inter-Service Luncheon provides additional assurance that our committed citizens remain overwhelmingly devoted to our community;

WHEREAS, the ISCC admirably reflects the caring spirit which has characterized the American way since the founding of our great country;

WHEREAS, the services performed by ISCC member organizations enrich the County with benefits which otherwise would cost thousands of tax dollars; and,

WHEREAS, service clubs and community organizations have most generously donated their time and talents -- reported to be in excess of 100,000 hours annually -- to a wide range of programs and activities that touch and enhance the lives of our citizens;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the County Board of Arlington, Virginia, do hereby proclaim November 15 through 20, 2004, as

in Arlington County and encourage all citizens to recognize the services provided by the Inter Service Club Council and its 32 member organizations that help make Arlington County a better place to work, live, and visit.


50th ANNIVERSARY OF WILLIAMSBURG MIDDLE SCHOOL

WHEREAS, Williamsburg Middle School was dedicated in 1955 and is an integral part of the solid educational program in the Arlington School System;

WHEREAS, Williamsburg Middle School has served as a beacon of hope, guidance and support to young men and women for the past fifty years;

WHEREAS, Williamsburg Middle School challenges students to learn in an environment that is organized as “schools within a school” and this model allows student to have a more successful transition from elementary school to high school;

WHEREAS, the learning approaches used at Williamsburg Middle School ensure that student activities are child-centered and give students the opportunity to become thoughtful, productive, and contributing members of society in an atmosphere of acceptance and respect;

WHEREAS, the recent renovations to Williamsburg Middle School will serve to continue the tradition of academic excellence, interpersonal development and social responsibility that the school has espoused to its students and the greater Arlington community;

We commend your chapter on its accomplishments over the past year, and wish you well in honoring this year’s theme of “Celebrating the Vision for Twenty Years: Past, Present and Future.”

The Northern Virginia Chapter of the National Coalition of 100 Black Women has distinguished itself in the community for its work to improve the quality of life of Black women and their families. The time, talent and effort that your members devote to addressing human needs in such areas as education, health, teenage parenting and community outreach is commendable.

I am glad to know that your partnership with the County has helped your organization succeed in addressing the needs of the community over the last two decades. Best wishes on this occasion and for continued success in the future.

NATIONAL LATINO AIDS AWARENESS DAY 2004

WHEREAS, Latinos make up 14% of the population in the United States, yet 20% of all those living with AIDS are of Latino origin;

WHEREAS, Latinos represent approximately 19% of the population in Arlington County; this group is one of the fastest growing ethnic populations in the Washington, D.C. metropolitan area;

WHEREAS, HIV/AIDS has been a significant health factor for Latinos living in Arlington County; the Arlington County Board established the AIDS/STD Program in 1988 to provide information, education, consultation and primary medical care for persons affected by HIV and AIDS;

WHEREAS, in Fiscal Year 2004, over 134 clients were successfully served in the County's AIDS/STD Program, with 34 of those clients being of Latino origin;

WHEREAS, Latino AIDS Awareness Day brings an opportunity to increase community awareness and dialogue, to commemorate those lost, and to bring leaders and the community together to promote access to services to fight this epidemic; and,

WHEREAS, National Latino AIDS Awareness Day, which is about decreasing the stigma of HIV/AIDS and the discrimination against those who carry the virus, is being held this year in conjunction with Hispanic Heritage Month;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the County Board of Arlington, Virginia, do hereby proclaim October 15, 2004, as

NATIONAL LATINO AIDS AWARENESS DAY 2004

in Arlington County and request all citizens to join with the Northern Virginia AIDS Ministry, community-based organizations, civic groups and elected officials in raising awareness of HIV/AIDS in the Latino community.


HISTORIC ARLINGTON DAYS 2004

WHEREAS, the mission of both the Arlington Historical Society, Inc. and the Black Heritage Museum of Arlington, Inc. includes celebrating the history of Arlington County and its residents and making information on Arlington’s history widely available to the public;

WHEREAS, the Arlington Historical Society has for many years sponsored Historic Arlington Days for educational and social events and joins with the Black Heritage Museum to sponsor Historic Arlington Days in 2004;

WHEREAS, Arlington House is a national historic treasure for which Arlington County is named;

WHEREAS, the County gratefully acknowledges the important contribution of
George Washington Parke Custis, owner of Arlington House, and the workers, many of whom were slaves, in building the house in the 19th century;

WHEREAS, the National Park Service, which operates the Arlington Houses, is holding its annual candlelight tour on Friday, October 8, at 7:30 p.m.;

WHEREAS, the County recognizes the achievement of students at Drew Model Elementary School who have produced a 2005 calendar featuring Arlington historic buildings under the guidance of Constance Usova, their art teacher; and

WHEREAS, A reception to honor the students and their teacher will be held on Sunday, October 10, 2004, from 1 to 4 p.m. at the Arlington Historical Museum;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the Arlington County Board, do hereby proclaim October 8 through 10, 2004, as

HISTORIC ARLINGTON DAYS

in Arlington and urge all residents and visitors to participate in activities related to the history of Arlington County during Historic Arlington Days events.


FIRE PREVENTION WEEK 2004

WHEREAS, home fires claimed more than 2,600 lives in the United States in 2002, more than all other natural disasters combined;

WHEREAS, 79 percent of fire deaths nationwide happen in the home;

WHEREAS, Arlington County recognizes the significant personal and economic toll fire takes on its citizens and understands that safety measures can significantly cut the risk of fire;

WHEREAS, smoke alarms are a proven and effective life-saver, helping to cut the home fire death rate by one-half since their introduction to the general public;

WHEREAS, Fire Prevention Week 2004 is commemorated nationally and supported by the public safety efforts of fire departments, schools and other safety advocates; and,

WHEREAS, the Fire Prevention Week 2004 theme, "It’s Fire Prevention Week: Test Your Smoke Alarms”, is an important message for all citizens of Arlington County;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the County Board of Arlington, Virginia, do hereby proclaim the week of October 3 through 9, 2004, as

FIRE PREVENTION WEEK 2004

in Arlington County, and urge all residents to do their part in preventing fires by installing, maintaining and testing their smoke alarms on a regular basis.


MENTAL ILLNESS AWARENESS WEEK

WHEREAS, every individual, family and community must understand that mental health is an essential part of overall health and we must increase suicide prevention by reducing the stigma of seeking care;

WHEREAS, it is essential to eliminate disparities in mental health by promoting well-being for all, regardless of race, ethnicity, language, place of residence or age and ensure equity of access, delivery of services and improvement of outcomes, through public and private partnerships to ensure culturally competent care to all;

WHEREAS, consumers and families must have the necessary information and the opportunity to exercise choice over their care decisions, including individualized plans of care, expanded supported employment, enhanced human rights protections, better criminal and juvenile justice prevention and re-entry programs, improved access to housing, and an end to chronic homelessness;

WHEREAS, every individual must have the opportunity for early and appropriate mental health screening, assessment and referral to receive treatment;

WHEREAS, adults and children with mental illness must have ready access to evidence-based best treatments, services and supports leading to recovery; and,

WHEREAS, the mental health system must provide consumers, providers and public policy makers with easily accessible information about mental health services and treatment plans to ensure that each client can benefit from an individualized care plan;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the County Board of Arlington, Virginia, do hereby proclaim October 2 through 8, 2004 as:

MENTAL ILLNESS AWARENESS WEEK

in Arlington, and urge all residents to increase their awareness of severe mental illness to promote greater access to effective treatments for those who suffer from the potentially disabling symptoms of these disorders.


VISITABILITY AWARENESS MONTH

WHEREAS, people with disabilities and their immediate families are often isolated in their own homes because of insurmountable barriers at the homes of their acquaintances, and can experience difficulty in locating a home to rent or buy that meets their needs;

WHEREAS, no statutory requirements presently exist on a federal, state or local level that require new single-family homes, duplexes, tri-plexes, four-plexes, townhouses, and row houses to install Visitability features;

WHEREAS, certain features in construction make houses Visitable, and in many cases livable;

WHEREAS, requiring newly built housing to meet at least this minimum standard of Visitability will allow people with disabilities more freedom to visit other homes, and to locate a home to rent or buy for themselves;

WHEREAS, the older population in Arlington County is projected to increase throughout the next century, and many will become trapped by the physical barriers of their homes;

WHEREAS, younger people with disabilities and seniors find it difficult to get out of their homes without assistance to seek medical care, and to attend to daily living needs, creating a serious health hazard and a heavy cost for social services; and

WHEREAS, the added cost of providing these Visitability standards at the time of construction is minimal and far outweighs the public good;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the Arlington County Board, do hereby proclaim the month of October, 2004 as:

VISITABILITY AWARENESS MONTH

in Arlington County, Virginia, and urge all citizens, including County housing providers, to join me and the joint Aging and Disability Services Commissions in recognizing the value and need for Visitable homes for all our citizens.


FAMILY DAY

WHEREAS, the use of illegal drugs and the abuse of alcohol and nicotine constitute great threats to the well-being of America’s children;

WHEREAS, surveys conducted by The National Center on Addiction and Substance Abuse (CASA) at Columbia University have consistently found that the more often children and teenagers eat dinner with their families the less likely they are to smoke, drink and use illegal drugs;

WHEREAS, teenagers who almost always eat dinner with their families are 31% less likely than the average teenager to use illegal drugs, alcohol and cigarettes;

WHEREAS, the correlation between family dinners and reduced risk for teen substance abuse are well documented;

WHEREAS, parental influence is known to be one of the most crucial factors in determining the likelihood of substance abuse by teenagers; and

WHEREAS, family dinners have long constituted a substantial pillar of family life in America;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the County Board of Arlington, Virginia, do hereby proclaim the fourth Monday in September, as

FAMILY DAY

in Arlington County, and urge all citizens to recognize the importance of family and eat dinner with your children as a way of showing our support for the challenges faced by our youth in today’s society.


SOC ENTERPRISES DAY

WHEREAS, one in four Americans is mentally or physically disabled;

WHEREAS, eighty percent of employment-age Americans with disabilities seek employment and self-sufficiency;

WHEREAS, Arlington citizens with disabilities are desirous of an improved quality of life afforded by meaningful employment;

WHEREAS, SOC Enterprises has provided employment services, job coaching and community support services for people with disabilities for over forty-five years, helping them achieve independence and integration in the workplace and the community;

WHEREAS, employment opportunities provide people with disabilities with the opportunity to live more independently and reduce their dependency on public support, enrich their lives, participate in the community, and contribute to the local economy; and

WHEREAS, at the Annual Membership Meeting on September 22, 2004, members and friends of SOC Enterprises will celebrate forty-five years of achievement in serving and employing people with disabilities;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the County Board of Arlington, Virginia, do hereby proclaim Wednesday, September 22, 2004, as

SOC ENTERPRISES DAY

in Arlington County and urge all citizens to recognize the efforts of SOC Enterprises toward enriching the lives of persons with disabilities in our community.


ARLINGTON SYMPHONY ORCHESTRA DAY

WHEREAS, the Arlington Symphony Orchestra has contributed to the cultural life, musical enjoyment and education of the citizens of Arlington County for 60 years;

WHEREAS, the Arlington Symphony Orchestra provides music that challenges, enriches and expands the horizons of its listeners;

WHEREAS, the Arlington Symphony Orchestra stimulates creativity in both its audience and musicians;

WHEREAS, the Arlington Symphony Orchestra conducts educational outreach activities in schools and under-served communities; and,

WHEREAS, the Arlington Symphony Orchestra offers musicians opportunities to display their talents and enhance the lives of our County residents;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the County Board of Arlington, Virginia do hereby proclaim September 18, 2004, as

ARLINGTON SYMPHONY ORCHESTRA DAY

in Arlington County and encourage residents to enhance their musical experiences through participation in symphony events.


HISPANIC HERITAGE MONTH

WHEREAS, the Hispanic presence and influence in the United States dates back to the early 1500’s;

WHEREAS, Hispanic-Americans have participated throughout the history of the United States in support and defense of the principles and ideals upon which this country was founded;

WHEREAS, Hispanic-Americans have made significant contributions in all phases of our economic, social, cultural and political life;

WHEREAS, Hispanic-Americans comprise approximately 20 percent of Arlington’s population and contribute to the diversity and unity of the community;

WHEREAS, we, as a community and as a government, are proud of the cultural enrichment brought by Hispanic immigrants whose heritage links them with North, Central and South America, the Caribbean Islands, Africa and Europe; and,

WHEREAS, Hispanic-Americans contribute to the diversity and unity of this community;

Arlington County Firefighters “FILL THE BOOT” for Muscular Dystrophy Week

WHEREAS, Arlington County Firefighters have always demonstrated enormous public spirit, a deep connection with the community, and an ability to give back;

WHEREAS, since 1953, the International Association of Firefighters and the Muscular Dystrophy Association have partnered to eradicate neuromuscular diseases;

WHEREAS, Arlington County Local #2800 Firefighters will participate in the “Fill the Boot” fundraiser during the Labor Day weekend. Firefighters will stand at intersections with their boots in hand so motorists may give dollars and change to help Firefighters in their support of the Muscular Dystrophy Association; and,

WHEREAS, the Muscular Dystrophy Association and the families it serves is grateful to the Arlington County Local #2800 Firefighters for their support and dedication to this effort;

Greetings to the Participants of the 2004 Annual Men’s Conference of the Highview Park Christian Assembly:

On behalf of the Arlington County Board, I am honored to welcome the participants of the 2004 Annual Men’s Conference of the Highview Park Christian Assembly to Arlington, Virginia. We are a better community due to the presence and significant contributions of the members of the Highview Park Christian Assembly for over 100 years.

Each member of the conference stands to benefit greatly from the lessons of this year's theme of “Strength for the Journey.” It sounds like an interesting and fulfilling program that will provide an opportunity for members to grow spiritually and expand their knowledge. I am confident that each member will find this an enriching experience with a substantive message that they can take back to their individual homes, church families, and communities. ARLINGTON COUNTY FAIR DAYS

WHEREAS, the Arlington County Fair was established to provide Arlington with its own regional annual event for people to gather together;

WHEREAS, citizens can display and sell garden and homemade products, artistic pieces of work, and trade and educational materials;

WHEREAS, the Fair informs citizens of opportunities and services available to them through their County and volunteer organizations;

WHEREAS, this annual event is a wholesome, fun, and educational experience which has been long enjoyed by all; and,

WHEREAS, the twenty-eighth Annual Arlington County Fair is planned for four days in August;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the County Board of Arlington, Virginia, do hereby proclaim August 19, 20, 21, and 22, 2004, as

BOLIVIAN NATIONAL DAY

WHEREAS, Bolivia celebrates its National Day on August 6th in remembrance of the 178th anniversary of its independence;

WHEREAS, in 1825 a formal declaration of independence was proclaimed when General Sucre liberated the colony from Spanish rule and Simon Bolivar wrote the Constitution of the new republic which was named for him;

WHEREAS, we have a large Bolivian community living in Arlington and in the Washington Metropolitan area from all walks of life: business owners, professionals, employees, artists, students, homemakers and many others; and,

WHEREAS, we, as a community, are proud of the cultural enrichment brought by Bolivian immigrants and the Committee Pro-Bolivia who have become an important and active part of our community;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the Arlington County Board, do hereby proclaim August 8, 2004, as

BOLIVIAN NATIONAL DAY

in Arlington County, and urge all citizens to support the County’s celebration of the heritage of our Bolivian residents.

Considerando que, Bolivia celebra su Día Nacional el seis de agosto y recordando el ciento setenta y ocho aniversario de su independencia;

Considerando que, en mil ochocien tos veinte y cinco (1825) una declaración formal de Independencia fue proclamada cuando el General Sucre liberó la colonia del dominio español y Simón Bolívar escribió la constitución de la nueva república la cual llevaría su nombre;

WHEREAS, national day celebrations offer an opportunity for our community to recognize and appreciate the diversity which exists here and to find the common themes which unite us; and,

WHEREAS, we, as a community and as a government, are proud of the cultural enrichment brought by Argentines who have become an important and active part of our community;

IN MEMORY OF THE 100TH BIRTHDAY OF DR. CHARLES R. DREW

WHEREAS, Dr. Charles R. Drew was born June 3, 1904;

WHEREAS, Dr. Charles R. Drew, a distinguished Arlington resident from 1920 until 1939,
was the first African American to receive a doctoral degree in Medicine from Columbia University;

WHEREAS, Dr. Charles R. Drew began a revolution in medicine by introducing a system for the processing and storing of blood plasma for use in transfusions;

WHEREAS, Dr. Charles R. Drew’s discoveries and inventions regarding blood plasma saved thousands of soldiers during World War II and countless more in the decades since;

WHEREAS, Dr. Charles R. Drew established the American Red Cross Blood Bank in 1941 and became its first director;

WHEREAS, Dr. Charles R. Drew received the Springarn Medal from the NAACP for his work in the British and American blood plasma projects during World War II;

WHEREAS, Dr. Charles R. Drew worked diligently under the constraints of a segregated society to help citizens of the world regardless of their race or ethnicity;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the County Board of Arlington, Virginia, do hereby recognize June 3, 2004, as

ADULT ABUSE PREVENTION MONTH

WHEREAS, May is traditionally recognized as Adult Abuse Prevention Month in Virginia;

WHEREAS, Adult Abuse Prevention Month provides an opportunity to give special recognition to honor the many contributions older adults and adults with disabilities make to our community;

WHEREAS, known incidences of abuse, neglect, and exploitation of vulnerable adults continue to increase in Arlington, in the Commonwealth and in the Nation;

WHEREAS, the abuse of vulnerable citizens causes harm to individuals, families and communities; and,

WHEREAS, the General Assembly of the State of Virginia amended the Code of Virginia this year in order to strengthen the protection of older adults and adults with disabilities;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the County Board of Arlington, Virginia, do hereby proclaim May 2004 as

ADULT ABUSE PREVENTION MONTH

in Arlington County and urge all citizens to recognize the seriousness of this issue and to support and encourage those making efforts towards the elimination of adult abuse.


FOSTER CARE MONTH

WHEREAS, the family serves as the primary source of love, identity, self-esteem and support;

WHEREAS, foster families open their homes and hearts to children whose families are in crisis, and play a vital role in helping children;

WHEREAS, foster families frequently adopt foster children into stable, loving homes;

WHEREAS, the number of licensed foster parents has declined in recent years, while the number of children in need of foster care has not;

WHEREAS, more loving and dedicated foster families are needed to care for children who have frequently been the victim of abuse and neglect; and

WHEREAS, there are approximately 160 children and youth in Arlington living with foster care families;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the County Board of Arlington, Virginia, do hereby proclaim May 2004, as

FOSTER CARE MONTH

in Arlington County and urge all citizens to support community efforts on behalf of children, foster parents and child welfare professionals who work to make Arlington and the Nation a safer place to be a child.


AFRICAN REFUGEE AWARENESS WEEK

WHEREAS, the Ethiopian Community Development Council/African Resource Network’s Tenth National Conference on African Refugees will be conducted in Arlington, Virginia, May 24 through 26, to explore ways to improve protection and support for millions of refugees fleeing conflicts in Africa and other parts of the world;

WHEREAS, the Conference will attract representatives of refugee service providers, community-based mutual assistance associations and others engaged in refugee and humanitarian affairs throughout the Nation;

WHEREAS, the Nation’s refugee resettlement program sustains America’s historic traditions of hospitality and compassion for displaced, vulnerable population; and;

WHEREAS, refugee newcomers make significant contributions to Arlington County, the Commonwealth and the Nation by enriching our culture, diversifying our society and strengthening our economy;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the County Board of Arlington, Virginia, do hereby proclaim May 24 through 29, 2004, as

AFRICAN REFUGEE AWARENESS WEEK

in Arlington County and urge all residents to recognize the contributions of African refugees and honoring those involved in welcoming them to the United States.


DOUBLETREE CARES ABOUT THE ENVIRONMENT DAY

WHEREAS, the people of Arlington County are proud to commend the Doubletree Hotel Crystal City and the students of Hoffman Boston Elementary School at their Great Community Tree Planting Celebration;

WHEREAS, the Great Community Tree Planting Celebration is part of a two-month community outreach program by Doubletree Hotels named Teaching Kids to CARE that teaches elementary school students the importance of civic responsibility;

WHEREAS, the students at Hoffman Boston Elementary School were empowered with the important responsibility of being part of an international effort to plant 10,000 trees which were donated by the Doubletree Hotel Crystal City and The National Arbor Day Foundation;

WHEREAS, trees are an important part of our global environment by producing life-giving oxygen; furnishing a habitat for wildlife; giving people a renewable resource through paper, wood and fuel; and providing us with an important way to beautify our communities;

WHEREAS, through the act of community service, children and adults alike are given a sense of pride and ownership in their community and the opportunity to learn the value of respect and understanding;

WHEREAS, Arlington has benefited greatly from the efforts of volunteers and appreciates the contributions of the students of Hoffman Boston Elementary School; and,

WHEREAS, the Doubletree Hotel Crystal City Teaching Kids to CARE program and its lesson in character education are essential to the task of building a moral society and developing a new generation of civil and caring citizens;

PEACE OFFICERS’ MEMORIAL DAY

WHEREAS, the Crime Law of 1994 permits United States flags at all government buildings to be flown at half-staff in honor of Peace Officers’ Memorial Day;

WHEREAS, Peace Officers’ Memorial Day recognizes the unconditional sacrifices of more than 13,500 federal, state, and local law enforcement officers who have died in the line of duty;

WHEREAS, on this special day, the Arlington County Board and the citizens we serve hereby pay tribute to the ultimate sacrifices of Arlington County’s fallen officers –Detective Russell Clinton Pettie, Officer Arthur Chorovich, Officer Israel P. Gonzalez, Officer John Buckley, and Officer George Pomraning, Jr.;

WHEREAS, Arlington County believes it is important to unite with federal agencies, state and local governments across the country, and the families of peace officers who have been killed in the line of duty in memory of the officers and in support of their families; and,

WHEREAS, we also recognize and praise the valiant efforts of Arlington County’s law enforcement officers currently in service who have pledged to protect our lives from violence and disorder, and our property from theft and vandalism;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the County Board of Arlington, Virginia, do hereby proclaim May 14, 2004, as

PEACE OFFICERS’ MEMORIAL DAY

in Arlington County and urge every citizen to take a moment during this day to remember those law enforcement officers who have given their lives in the service of the people in their communities and across the nation.


BIKE TO WORK DAY

WHEREAS, bicycle commuting is an effective means to improve air quality, reduce traffic congestion and noise, increase physical activity, as well as conserve energy;

WHEREAS, Arlington County is a crossroads for some of the region’s most popular recreational trails, including the W&OD Trail, the Custis Trail, and the Mount Vernon Trail, which carry hundreds of thousands of cyclist trips each year;

WHEREAS, Arlington County expanded its network of dedicated bikeways by adding six miles of on-street bicycle lanes during 2004;

WHEREAS, increasing numbers of businesses have installed bicycle parking and other facilities to help employees and customers commute by bicycle;

WHEREAS, the Metropolitan Washington Council of Governments, through its Commuter Connections Program, is implementing a regional Employer Outreach for Bicycling project;

WHEREAS, Arlington has a growing population of cyclists who are actively involved in shaping County, regional and national transportation and community policies; and,

WHEREAS, the month of May is “National Bike Month” which promotes the bicycle as a means of transportation and recreation and May is also “Clean Air Month” which promotes air quality;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the County Board of Arlington, Virginia, do hereby proclaim May 7, 2004, as

NATIONAL HISTORIC PRESERVATION WEEK

WHEREAS, historic preservation is an effective tool for managing growth, revitalizing neighborhoods, fostering local pride, and maintaining community character while enhancing the livability of a community;

WHEREAS, historic preservation is relevant for communities across the nation, both urban and rural, and for Americans of all ages, all walks of life, and all ethnic backgrounds;

WHEREAS, it is important to celebrate the role of history in our lives and the contributions made by dedicated individuals in helping to preserve the tangible aspects of the heritage that has shaped us as a people; and,

WHEREAS, “New Frontiers in Preservation” is the theme for National Historic Preservation Week 2004, co-sponsored by Arlington County's Historical Affairs and Landmark Review Board, Arlington’s Historic Preservation Program, and the National Trust for Historic Preservation;

ARLINGTON CORRECTIONAL EMPLOYEES WEEEK

WHEREAS, the Arlington County Detention Facility receives over 8,000 persons for commitment annually and manages an average daily population of over 644 inmates;

WHEREAS, the operations of the facility represent a crucial component of the County’s Criminal Justice System;

WHEREAS, correctional personnel play a vital role in protecting the right of the public to be safeguarded from criminal activity;

WHEREAS, correctional personnel are responsible for the safety and dignity of the human begins charged to their care;

WHEREAS, correctional personnel provide a professional and compassionate service to the community at-large; and;

WHEREAS, correctional personnel work under demanding circumstances and face danger in their daily work lives;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the County Board of Arlington, Virginia, do hereby proclaim May 2 through May 8, 2004, as

RESPECT FOR LAW WEEK

WHEREAS, crime and its effect upon the lives and property of our citizens is of utmost concern, and the continued efforts of our local government, citizens’ organizations and individuals to curb this problem are greatly appreciated;

WHEREAS, the problems of crime touch and affect all segments of our society and can undermine and erode the moral and economic strengths of our communities and citizens if unabated;

WHEREAS, public awareness and determination to maintain the faith in the preservation of law and order and the appreciation of the importance of law enforcement officers and their role in preserving social order in a democracy is everyone’s responsibility; and,

WHEREAS, Optimist Clubs and their members continue to sponsor and support programs aimed at combating crime and disrespect for law;

ARLINGTON CIVIC MONTH

WHEREAS, participation by all citizens in the affairs of their community is necessary to ensure good government;

WHEREAS, the Arlington County Civic Federation is composed of numerous civic and community organizations with longstanding and impressive records of public service;

WHEREAS, the Arlington County Civic Federation is in its 88th year of participation in a variety of aspects of Arlington community life, including traffic calming, Neighborhood Day celebrations, community beautification, schools, safety and transportation, to name a few; and,

WHEREAS, Arlington County is fortunate to have so many willing and capable volunteers who donate their time and talents to the civic affairs of their community;

WEEK OF THE YOUNG CHILD

WHEREAS, the Arlington County Department of Human Services and other local agencies celebrate the Week of the Young Child during the month of April;

WHEREAS, the theme of this year’s Week of the Young Child is “Children’s Opportunities – Our Responsibilities”;

WHEREAS, by recognizing the need for quality child care for all young children and families within our community, the Department hopes to raise the community’s awareness of the excellent child care programs and providers in Arlington;

WHEREAS, outstanding child development opportunities are available for young children in early childhood development programs and family day care homes in Arlington;

WHEREAS, recognition is deserved for the quality of work provided by individual teachers and caregivers who perform this valuable work which is so crucial to children’s development; and,

WHEREAS, increased awareness of the interrelated needs of families, Arlington County employees, citizens and child care providers is needed to fulfill the responsibilities to young children;

NATIONALVOLUNTEER WEEK

WHEREAS, Volunteering is central to the American character and is a fundamental expression of responsible citizenship;

WHEREAS, from our country’s earliest days, people came together to do whatever was needed for the public good, and though our country has changed dramatically since its founding, the need for service has not;

WHEREAS, 83.9 million American adults volunteer services worth an estimated $239 billion annually;

WHEREAS, Arlington’s volunteers serve in a variety of ways – mentoring and tutoring children, providing companionship to the elderly, running community theaters and arts programs, cleaning highways and parks, staffing essential community organizations, and offering physical and spiritual aid to the hungry and homeless; and,

WHEREAS, hundreds of volunteers have contributed to Arlington County’s emergency preparedness initiative by helping to prevent, prepare for and respond to a variety of emergency situations;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the Arlington County Board, do hereby proclaim April 18 through April 24, 2004, as

in Arlington County and encourage citizens to celebrate the invaluable work that volunteers perform everyday, to commit themselves to do even more for their neighbors in need through the many volunteer programs in our community, and to continue strengthening Arlington by helping others.

On behalf of the Arlington County Board, welcome to Arlington. We are honored that you chose Arlington to host Alpha Phi Alpha, Incorporated‘s 2004 Eastern Region Convention.

Since the founding of Alpha Phi Alpha in 1906, the Fraternity has embodied the vision of the founding Seven Jewels through its commitment to scholarship, manly deeds and love for all mankind. Alpha Phi Alpha Fraternity, and the members have been active and instrumental in advancing academic excellence and breaking down economic, political, and social barriers faced by African-Americans and people of color around the world.

The Fraternity truly makes a difference in the communities they serve by focusing on mentoring young African-American men in education and personal responsibility. The organization’s encouragement of voter registration has made a great contribution to democracy in Arlington and across the nation.

Arlington is proud of the achievements of Alpha Phi Alpha and extends our heartiest congratulations on the good works of the Fraternity in advancing the ideals of freedom in dignity for all of humanity in pursuit of social, economic, and educational excellence. WHEREAS, Arlington County is committed to empowering and supporting persons with developmental disabilities to achieve self-determined lifestyles through community-based living arrangements, employment, and other individualized support services; and,

WHEREAS, women have significantly contributed to every element of our society and to the quality of life in Arlington, the Commonwealth and the Nation;

WHEREAS, “Inspiring Hope and Possibilities,” is the theme of the Commission on the Status of Women’s 2004 Person of Vision Award; and

WHEREAS, we recognize the progress women have made over the past century in particular toward achieving their equal rights;

WHEREAS, Arlington County recognizes and appreciates the cooperative efforts of the African-American Employee’s Association of Arlington, the Black Heritage Museum of Arlington, the Arlington Historical Society, and other departments within the County in participating in February’s observance and celebration of the African-American experience;

WHEREAS, the Association for the Study of African American Life and History has designated the theme for Black History Month 2004 to be “Before Brown, Beyond Boundaries: 50th Anniversary of Brown v. Topeka Board of Education;”

WHEREAS, sharing the African-American experience helps to build common bridges of knowledge and understanding;

WHEREAS, the ultimate success of these efforts rests with each and every individual in Arlington who takes pride in his or her unique cultural and historical contribution to Arlington County and to society at-large; and,

ENGINEERSAND ARCHITECTS DAY

WHEREAS, as part of National Engineers Week, the District of Columbia Council of Engineering and Architectural Societies, Incorporated, in recognition of the contributions of engineers and architects, has designated February 25, 2004, as “Engineers and Architects Day”;

WHEREAS, the Council, established in 1936, currently has over 37 engineering and architectural member organizations in the District of Columbia, the Commonwealth of Virginia and the State of Maryland, and was established to render effective public service and to continue the advancement of the professions represented therein; and,

WHEREAS, engineers and architects have and continue to contribute significantly to the industrial and technological development of the Nation and to the comfort and safety of all our citizens;

NOW, THEREFORE, I, Barbara A. Favola, Chairman of the Arlington County Board, do hereby proclaim February 25, 2004, as

ENGINEERS AND ARCHITECTS DAY

MOUNT OLIVETUNITED METHODIST CHURCH 150th ANNIVERSARY

WHEREAS, Mount Olivet United Methodist Church, located on the corner of Glebe Road and 16th Street North, is the oldest church in Arlington County still on its original site;

WHEREAS, Mount Olivet was established in 1854 by local farmers and tradesmen with the acquisition of the present location of the Church and burial ground;

WHEREAS, the Church was used as a Union hospital and later dismantled by Union soldiers during the Civil War;

WHEREAS, Mount Olivet Methodist Church overcame this adversity to flourish and help found two nearby churches – Walker Chapel United Methodist Church and Cherrydale United Methodist Church;

WHEREAS, from its inception, the Church holds the education of children and youth as a priority and serves as a weekday school for boys and girls and continues today with a popular weekday preschool and strong Sunday School for children, youth, and adults;

WHEREAS, Mount Olivet’s members continue to play an active and vital role in the Arlington community, contributing human and financial resources to a myriad of charitable organizations in Arlington and other communities throughout the country and the world; and,

WHEREAS, Mount Olivet is engaging in a series of activities in 2004 Celebrating God’s Gifts in the Past and God’s Calling for Us in the Future;

NOW, THEREFORE, LET IT BE KNOWN that the County Board of Arlington, Virginia, hereby recognizes

THE 150TH ANNIVERSARY OF MOUNT OLIVET UNITED METHODIST CHURCH

MARTIN LUTHER KING, JR. DAY

WHEREAS, Dr. Martin Luther King, Jr. was born January 15, 1929;

WHEREAS, in 1954 Dr. Martin Luther King, Jr., a principal leader in the civil rights movement, began a campaign for racial equality through a demonstration which forced the world to reconsider the injustice and humiliation of segregation;

WHEREAS, Dr. Martin Luther King, Jr. spent his life seeking equal rights and justice in a non-violent manner for all people;

WHEREAS, Dr. Martin Luther King, Jr. served as President of the Southern Christian Leadership Conference;

WHEREAS, Dr. Martin Luther King, Jr. was awarded the Nobel Prize for Peace in 1964;

WHEREAS, Dr. Martin Luther King, Jr. maintained his convictions even in the face of extreme adversity, threats against self and family and imprisonment:

WHEREAS, Dr. Martin Luther King, Jr. lived his faith and was personally committed to ensuring basic human rights for all; and,

WHEREAS, Dr. Martin Luther King, Jr. made the ultimate sacrifice when his life was taken in 1968;
