Reimbursement from the Commonwealth of Virginia, Department of Transportation, for the development and administration of traffic signal optimization for Arlington County and appropriation of funds for such purposes. 20. Arlington County’s participation in the Virginia Department of Transportation’s County Primary and Secondary Road Fund Revenue Sharing Program. Attachment to Item 20 C.M. Recommendation: Authorize the County Board Chairman to sign the letter (attached to the staff report) to the Virginia Department of Transportation indicating the County’s intent to participate in the Fiscal Year 2005-06 County Primary and Secondary Road Revenue Sharing Program. The funds would be used for improvements along the Arlington Boulevard corridor.
21. Financial donations from the insurance industry to support the Police Department’s Bait Vehicle Program in 2005 and in succeeding years. Attachment to Item 21 C.M. Recommendation: Authorize the County Manager to accept financial donations from the insurance industry to support the Police Department’s Bait Vehicle Program in 2005 and in succeeding years.

Request to Advertise
23. Adoption of Chapter 24.1, Water Recreation Facilities Ordinance. C.M. Recommendation: Advertise for a public hearing on April 16, 2005 to consider the proposed ordinance amendment to the Arlington County Code by enacting Chapter 24.1 (Water Recreation Facilities Ordinance) and repealing Chapter 24 (Swimming Pool and Spa Ordinance). In addition, advertise for a public hearing on March 31, 2005 to consider an increase in the fee schedule to maintain a level that achieves full recovery of the cost of running the pool program.
Other 25. Authorization to execute an application with the Federal Communications Commission (FCC) for a waiver to permit a licensed, County-owned, AM Radio Station to exceed the permitted transmitting wattage. C.M. Recommendation: Authorize the Chairman to execute, on behalf of the Arlington County Board, a waiver application before the Federal Communications Commission in the matter of an application of Arlington County Virginia, for modification of conventional public safety pool station WQBY206, Arlington Va., and request for rule waiver. Also, the County Attorney is authorized to execute all pleadings and related documents to obtain the waiver.

27. Request to advertise public hearings on the proposed Zoning Ordinance amendment to Section 1. Definitions, and Section 32. Bulk, Coverage and Placement Requirements of the Zoning Ordinance to amend coverage requirements and related issues. (watch video: part 1, part 2, part 3, part 4) P.C. Recommendation: Advertise the Zoning Ordinance Review Committee (ZORC) proposal, incorporating the recommended changes in the Neighborhood Conservation Advisory Committee’s (NCAC) Resolution, and with changes recommended by staff for the “R-20” Zoning District maximum coverage and for the exclusion of pergolas and swimming pools from the definition of coverage. The Commission further recommends that the staff report with the advertised Zoning Ordinance Amendment language clearly discuss the applicability of the proposed new rules and any limitations on their applicability. The Planning Commission also recommends that the issue of height for single-family houses be revisited. C.M. Recommendation: Advertise for a County Board public hearing on May 7, 2005 as recommended in the staff report. 28. An ordinance to amend, reenact and recodify Section 20. Columbia Pike Form Based Code Districts of the Zoning Ordinance to: A. Modify the streetscape standards to incorporate the recommendations of the Columbia Pike Implementation Team regarding sidewalk paving, tree plantings, and the placement of furniture and other fixtures along Columbia Pike; B. Modify the architectural standards to incorporate new language to promote energy efficiency and to provide greater flexibility for signage; and; C. Add a definition for the term “private open space” and other minor modifications to the Form Based Code to clarify intent and the practical implementation of the Form Based Code and to reconcile the Form Based Code with other County standards. This will automatically remove the item from the Consent Agenda and carry it over to the following Tuesday Recessed Meeting for public testimony (no speakers will be heard on Saturday). Submit a speaker slip on Saturday, identifying all the Consent Agenda item number(s) you wish to address on one slip; at the Tuesday meeting, individuals and organizations have up to 3 minutes to speak on all matters. (Example: if you sign-up to speak on two items, you are called one time to speak a maximum of three minutes on both items.); speakers are heard in a group before the Board begins discussing the removed Consent Agenda items; additional speakers may sign-up to testify on the previously removed items at the Tuesday recessed meeting by submitting a speaker slip by 6:30 p.m. Print a Consent Agenda Speaker Slip. C. Regular Hearing: Items heard no earlier than 9 a.m. on Saturday, and no earlier than 6:45 p.m. on Tuesday. Carefully check the agenda. Matters may be scheduled for hearing at the Saturday regular meeting or the prescheduled Tuesday recessed meeting. Submit a speaker slip to the Clerk before the first speaker on your item is called; no slips will be accepted after that time; individuals may speak for a maximum of 2 or 3 minutes per agenda item; representatives of civic organizations may speak for a maximum of 2, 3, or 5 minutes. (The 5 minute slot is reserved for civic organizations.); 2 minute speakers are called first; 3 minute speakers second; and, finally, 5 minute speakers. Written materials should be handed directly to the Clerk. Oral testimony should not duplicate written statements.
