Every five years, Arlington produces a new blueprint for developing affordable housing, preventing homelessness, ensuring fair housing, expanding economic opportunities, improving neighborhoods, and more. The Consolidated Plan provides the vision that guides policies and the use of County resources to address these important issues over a five year period.

Draft Consolidated Plan Narratives and FY 2011 Action Plan Available for Review

A draft of Arlington County's 5-Year Consolidated Plan Narratives and Citizen Summary are available for review.  The Plan captures data on demographics, housing, homelessness, and community development and identifies long-term objectives for the use of federal and local funds.  Citizen participation is key to the development of the Consolidated Plan.  Residents are invited to provide comments at the following meetings, all of which will be held at 2100 Clarendon Blvd.:

• Housing Commission and Community Development Citizen Advisory Committee Consolidated Plan Hearing on Thursday, March 4, at 7:00 p.m. (Room 311)
• Comments on Funding Allocations: County Board Budget Hearings on Tuesday, March 23 & 24, at 7:00 p.m. (County Board Room)
• Comments on Non-financial Issues: County Board public hearing on Saturday, April 24, 9:00 a.m. (County Board Room)

Consolidated Plan Community Forum (En Español)

Join us to provide input to guide the direction of Arlington’s Fiscal Year 2011-2015 Five Year Consolidated Plan at a community forum, 9 a.m. to 12:30 p.m. on Saturday, September 26, 2009 at Walter Reed Community Center, 2909 16th Street South, Arlington, VA.

Breakout sessions will include discussions on:

    •         Barriers to affordable housing

    •         Preventing homelessness

    •         Needs of low-income residents, including workforce training, energy conservation and financial literacy

    •         Review of the Affordable Housing Goals and Targets

Survey on Housing and Community Development Needs

As part of the Five Year Consolidated Planning Process, the Housing Division is conducting a survey on housing and community development needs.  Please take this survey to assist Arlington County in identifying general areas of need for using funds from the U.S. Department of Housing and Urban Development.

Draft Analysis of Impediments to Fair Housing

The DRAFT Analysis of Impediments to Fair Housing (AI) 2009 is an assessment of how laws, governmental policies, real estate practices and local conditions affect the location, availability and accessibility of housing.  The AI looks at barriers to housing choice, such as housing supply and location, the physical accessibility of housing, vouchers, source of income, the accessibility of prime financing, foreclosures, and language access.  This analysis can help highlight areas where actions might broaden the housing options for persons protected by fair housing laws.  Several strategies will be developed and incorporated into the County’s FY 2011-2015 Consolidated Plan. The DRAFT Fair Housing Plan 09 highlights the current efforts of Arlington County to address fair housing.

5-Year Consolidated Plan for Fiscal Year 2006-2010

What is the 5-Year Consolidated Plan?

The Consolidated Plan provides the strategic framework for housing, homelessness, community development, and economic development activities over the next 5-year period. It is a planning document required by the U.S. Department of Housing and Urban Development (HUD) which builds on a comprehensive community consultation process.

5-Year Plan Citizen Summary - October 2005 Data Update (355KB PDF Format) :The Citizen Summary concisely captures data on demographics, housing, homelessness, and community development, establishes long-term objectives, and cites other documents that provide greater detail. This October 2005 version of the Citizen Summary provides updated data on rents, market affordable housing, committed affordable housing, and point-in-time homeless counts.

Original Citizen Summary - May 2005 (350KB PDF Format) :This is the original 5-Year Plan Citizen Summary which was sent to HUD in May 2005 with the 5-Year Plan narratives and tables.

5-Year Plan HUD Narratives (1.2MB PDF Format ) : In order to meet all of HUD's regulations, the County opted to complete a new electronic tool, the Consolidated Plan Management Process tool. The end product of this tool is a series of required narratives and tables.

5-Year Plan HUD Tables:These HUD-required tables display housing, homelessness and community development needs and quantify 5-year goals for each.

10-Year Plan to End Homeless: The Citizen Summary (130KB PDF Format) of the 10-Year Plan provides an overview of the Plan, including the Plan’s vision, data on the number of homeless persons and the causes of homelessness, and elements of the 5-Year Action Plan.

Fair Housing Report: An Analysis of Impediments to Fair Housing

Fair Housing Report (1.5MB PDF Format): This Fair Housing Report is an Analysis of Impediments to Fair Housing (AI), a report required by HUD in relation to the County’s Consolidated Plan. It is an assessment of how laws, governmental policies, real estate practices and local conditions affect the location, availability and accessibility of housing. The analysis of their impact on housing choice can highlight areas where corrective actions might broaden the housing options of persons protected by fair housing laws

Public Meetings

Citizen Participation are key to the development of the Action Plan. Residents and stakeholders are invited to provide comments on the Draft FY 2008 Action Plans at one of the following public hearings located in the County Board Room at 2100 Clarendon Blvd:

• On Funding Allocations: County Board Budget Hearing on Tuesday, March 27th at 7pm
• On Non-Financial Issues: County Board Hearing on Saturday, April 21st at 9am

The CAPER

The Consolidated Annual Performance and Evaluation Report (CAPER) is required by the Department of Housing and Urban Development (HUD) at the end of each fiscal year. The CAPER details Arlington's accomplishments toward meeting the goals outlined in its FY 2006-2010 Consolidated Plan. The CAPER compares the actual performance measures with the performance measures listed in the Annual Action Plan which is developed before the fiscal year. The CAPER reports on activities funded by the federal HOME, Community Development Block Grant (CDBG) and Emergency Shelter Grant (ESG) programs.
