Every five years, Arlington produces a new blueprint for developing affordable housing, preventing homelessness, ensuring fair housing, expanding economic opportunities, improving neighborhoods, and more. The Consolidated Plan provides the vision that guides policies and the use of County resources to address these important issues over a five year period.
A draft of Arlington County's 5-Year Consolidated Plan Narratives and Citizen Summary are available for review. The Plan captures data on demographics, housing, homelessness, and community development and identifies long-term objectives for the use of federal and local funds. Citizen participation is key to the development of the Consolidated Plan. Residents are invited to provide comments at the following meetings, all of which will be held at 2100 Clarendon Blvd.:

Survey on Housing and Community Development NeedsAs part of the Five Year Consolidated Planning Process, the Housing Division is conducting a survey on housing and community development needs. Please take this survey to assist Arlington County in identifying general areas of need for using funds from the U.S. Department of Housing and Urban Development.

The DRAFT Analysis of Impediments to Fair Housing (AI) 2009 is an assessment of how laws, governmental policies, real estate practices and local conditions affect the location, availability and accessibility of housing. The AI looks at barriers to housing choice, such as housing supply and location, the physical accessibility of housing, vouchers, source of income, the accessibility of prime financing, foreclosures, and language access. This analysis can help highlight areas where actions might broaden the housing options for persons protected by fair housing laws. Several strategies will be developed and incorporated into the County’s FY 2011-2015 Consolidated Plan. The DRAFT Fair Housing Plan 09 highlights the current efforts of Arlington County to address fair housing.

The Consolidated Plan provides the strategic framework for housing, homelessness, community development, and economic development activities over the next 5-year period. It is a planning document required by the U.S. Department of Housing and Urban Development (HUD) which builds on a comprehensive community consultation process.

Fair Housing Report (1.5MB PDF Format): This Fair Housing Report is an Analysis of Impediments to Fair Housing (AI), a report required by HUD in relation to the County’s Consolidated Plan. It is an assessment of how laws, governmental policies, real estate practices and local conditions affect the location, availability and accessibility of housing. The Consolidated Annual Performance and Evaluation Report (CAPER) is required by the Department of Housing and Urban Development (HUD) at the end of each fiscal year. The CAPER details Arlington's accomplishments toward meeting the goals outlined in its FY 2006-2010 Consolidated Plan. The CAPER compares the actual performance measures with the performance measures listed in the Annual Action Plan which is developed before the fiscal year. The CAPER reports on activities funded by the federal HOME, Community Development Block Grant (CDBG) and Emergency Shelter Grant (ESG) programs.
