Fiscal Year 2014 Annual Consolidated Plan Available for Review

A draft of Arlington County’s Annual Action Plan of the Consolidated Plan is available for review.  The FY 2014 Action Plan is a U.S. Department of Housing and Urban Development (HUD) required document that describes federal grant allocations, objectives, activities, and performance measures for six goals identified in the 5-Year Consolidated Plan for FY 2011-2015. These goals relate to: Affordable Housing, Homelessness, Neighborhood Strategy Areas, Community Development, Citizen Participation and Institutional Structure.

 

Citizen Participation is key to the development of the Action Plan. Residents and stakeholders are invited to provide comments at the following meetings at 2100 Clarendon Blvd*: 

  • General Comments: Housing Commission and Community Development Citizen Advisory Committee Joint Hearing on March 7 at 7:00 p.m. in Room 311
  • Comments on Funding Allocations: County Board Budget Hearing on March 26, at 7:00 p.m. in the County Board Room, 3rd floor
  • Comments on Non-financial Issues:  County Board public hearing either on Saturday, April 20, 9:00 a.m. or at its recessed meeting on Tuesday, April 23, 7:00 p.m. in the County Board Room. Up to date information can be found at the County Board website.

*Located at Courthouse Metro stop. Free parking available.

Written comments may be sent to the County Board a week in advance of its April 20 meeting at 2100 Clarendon Blvd., Suite 300, Arlington, VA 22201.  Comments may also be sent to Joel Franklin, Housing Planner or 703.228.7949. County Board Approves New Five-Year Consolidated Plan for Fiscal Year 2011-2015

Every five years, Arlington produces a new blueprint for developing affordable housing, preventing homelessness, ensuring fair housing, expanding economic opportunities, improving neighborhoods, and more. The Consolidated Plan provides the vision that guides policies and the use of County resources to address these important issues over a five year period.

The CAPER

The Consolidated Annual Performance and Evaluation Report (CAPER) is required by the Department of Housing and Urban Development (HUD) at the end of each fiscal year. The CAPER details Arlington's accomplishments toward meeting the goals outlined in its FY 2006-2010 Consolidated Plan. The CAPER compares the actual performance measures with the performance measures listed in the Annual Action Plan which is developed before the fiscal year. The CAPER reports on activities funded by the federal HOME, Community Development Block Grant (CDBG) and Emergency Shelter Grant (ESG) programs.
