The Consolidated Annual Performance and Evaluation Report (CAPER)
What is the CAPER?
The CAPER is an evaluation and performance report required by the Department of Housing and Urban Development (HUD). At the end of each fiscal year, the CAPER details Arlington's accomplishments toward meeting the goals outlined in its FY 2006-2010 Consolidated Plan. The CAPER compares the actual performance measures with the performance measures listed in the Action Plan, which is developed before the fiscal year. The CAPER reports on activities funded by the federal HOME, Community Development Block Grant (CDBG) and Emergency Shelter Grant (ESG) programs.
Draft FY 2011 CAPER
Citizen Summary: This two-page summary reports on the County's housing, homeless and community development objectives and actual accomplishments for FY 2011. It also captures program highlights and provides data on the affordable housing projects approved in FY 2011.
HUD Narratives: These narratives and attachments provide a more detailed description and evaluation of performance in FY 2011 and will be submitted to HUD in order to meet all of the regulations
Accomplishment Table: The accomplishment table summarizes the FY 2011 CDBG, HOME, ESG, HOPWA and AHIF Services Projects and includes program allocations, expended funds, expected accomplishments and actual accomplishments.
FY 2010 CAPER
Citizen Summary: This two-page summary reports on the County's housing, homeless and community development objectives and actual accomplishments for FY 2010. It also captures program highlights and provides data on the affordable housing projects approved in FY 2010.
HUD Narratives: These narratives and attachments (1, 2, 3)provide a more detailed description and evaluation of performance in FY 2010 and will be submitted to HUD in order to meet all of the regulations
