Staff and the Rosslyn Working Group (RWG) have been examining building height and urban design issues on Central Place (see Central Place map) the two block area surrounding the Rosslyn Metro Station since fall 2004. A development proposal for redevelopment of a portion of Central Place has been submitted by the JBG Companies. Rosslyn Central Place
Central Place includes the two block area surrounding the Rosslyn Metro Station bound by Lynn Street and Fort Myer Drive on the east and west, and Wilson Boulevard and North 19th Street on the north and south. A development proposal for redevelopment of a portion of Central Place has been submitted by the JBG Companies. A public process to identify and investigate the most relevant design issues in Central Place has been underway since Fall 2004. The principle public body has been the Rosslyn Working Group (RWG). Appointed by the Arlington County Manager, they have been charged with reviewing the issues of height and density specifically in Central Place , not the larger Rosslyn sector. The nearly 50 participants in the Rosslyn Working Group included local civic associations, the Rosslyn Renaissance Urban Design Committee, representatives from Arlington County staff, the developer applicants, and federal and regional agencies. Additionally, upon invitation, the Urban Land Institute (ULI) has also looked at the potential for Rosslyn's future and generated a powerpoint presentation and report (to be released) of their findings. Staff has developed a summary of the major urban design guidelines [link to “proposed guidelines” doc, currently under development] that have emerged from this process. Various other documents including JBG's plans and related studies can also be found by choosing form the menu on the right.
The impetus for the intensive public process was due to the fact that three large-scale site plan proposals were in the works for Central Place . These proposed new buildings were submitted by The JBG Companies and Westfield Realty. A site plan was approved in 1998 for redevelopment above the Rosslyn Metro Station by the Clover Companies, who have requested an extension of eth site plan. County Board members have a vision for a truly distinctive skyline and active streetscape in Rosslyn and expressed willingness to allow developments higher than the current 300 foot height limit available under the ‘ C-O Rosslyn ' special zoning district. Appropriate heights and design of the developments will be major considerations in the review of proposed projects. While not all the three projects will move through the planning process at the same time, it is will be useful to set common guidelines for the entire area.
For more information on the public process, please review the public process timeline the May Rosslyn Working Group Status Report. For information on the design Guidelines see the Proposed Design Guidelines for Central Place .
