CPHD - Buckingham Village Updates

 

 

This page provides interested persons with information on the Buckingham redevelopment and preservation plans.  Please see the links on the right for background materials, maps and information on the Buckingham Village 3 Working Group and the Community Preservation Committee (CPC). 


On June 9, 2007 the Arlington County Board approved a package of actions to preserve this historic Buckingham community. The actions were to:

  • Create and preserve 300 committed, affordable units.
  • Preserve all of Village 3 as affordable housing (140 units) – including a potential home ownership option.
  • Create 100 units of new, committed affordable housing in Village 1 , using a County Affordable Housing Investment Fund (AHIF) loan of $7 million.
  • Secure an additional 60 committed units of affordable housing in the Buckingham neighborhood.

The committed units are guaranteed to remain affordable for at least 30 years. Typically they will serve families living on less than 60 percent of the median income, currently about $59,000 for a family of four. The Board also acted to:

  • Expand the Buckingham Historic District to include Village 3 and commit the resources to ensure its rehabilitation.
  • Provide comprehensive tenant relocation assistance to keep current Buckingham residents within the Buckingham community.
  • Create new streets and new park space in the redeveloped Village 1.

Telesis Corporation

The County issued an RFP and conducted a process to select a development team to plan and complete the renovation and implement a housing program for Village 3.   An advisory review panel, consisting of County staff, Housing Commission members, and community residents, evaluated the proposals and interviewed the respondents.  Based on a set of criteria established in cooperation with the Buckingham Village 3 Working Group, the review panel recommended the Telesis Corporation. 

The Telesis team includes the National Housing Trust-Enterprise Preservation Corporation (co-developer), Rinker and Associates, Wiencek + Associates (architect), CTA Inc. Consulting Engineers, Harkins Builders (general contractor), Neighborhood Partners (property manager), and Bean, Kinney and Korman (counsel). Telesis engaged in surveying community residents to help establish housing needs and preferences and determine the housing program.  Telesis and staff held monthly community meetings throughout the Fall of 2008 at Culpepper Garden.  See table below for a schedule of meeting dates and agendas.

Background

The County Board approved the Buckingham plan on March 20, 2007. The plan follows the County’s Memorandum of Understanding approved in July 2006 between the County and the owner, 4319 North Pershing Drive Apartment Investors LLC. Under the agreement, both agreed to work with the community to address the following objectives: 

  • Preservation of the community by giving people currently living in Buckingham Villages the ability to continue living there, or in the immediate neighborhood;
  • Preservation of as much affordable housing as possible with a goal of achieving no less than 300 committed affordable units;
  • Historic preservation of Village 3 and redeveloping Villages 1 and 2 in a historically sensitive manner.


Buckingham Village 3 Working Group
The Buckingham Village 3 Working Group was created by Arlington County to investigate, analyze and provide recommendations on an overall affordable housing strategy and development proposal on this Buckingham parcel. This group included tenant representatives, County staff and the community at large. View additional information on the working group's mission and membership.  The group met between July - November 2007, and was instrumental in selecting the Development Partner to renovate the site.

Community Preservation Committee (CPC)
The Buckingham CPC was a working group that was created as a result of the Memorandum of Understanding signed by the Arlington County Board in July 2006. It met 17 times between September 2006 – April 2007. View meeting agendas, notes and other materials on the CPC webpage.
