CPHD - Marymount University Use Permit Updates

 

This page provides interested residents with information on the Marymount University Use Permit request for the redevelopment of an existing, wedge-shaped, surface parking lot bounded by Old Dominion Drive, Yorktown Boulevard and 26th Street North.  All materials are in PDF Format.

Process:  On December 13, 2005, the Arlington County Board appointed a task force which included representation from the four surrounding civic associations (Donaldson Run, Old Dominion, Rock Spring and Yorktown), the Planning Commission, the Transportation Commission, the Washington Golf and County Club and St. Mary’s Church.  This task force was charged to “to review and evaluate Marymount University’s December 2005 proposal…”  The task force met on five occasions and presented a summary of its findings to the County Board in December 2006.

At the December 9, 2006 (carried over to December 12, 2006), the County Board held a public hearing on Marymount University’s request to amend the existing use permit for the university.  This request stems from existing needs of the university – additional parking, dormitories, classrooms, laboratories, faculty offices and an auditorium – rather than looking toward any expansion by the university.   

In its action, the County Board deferred the item to its March 17, 2007 meeting.  The County Board requested that the County Manager work to obtain a facilitator and start the process of such meetings (County Board Discussion).  It was anticipated that these meetings would be part of the Site Plan Review Committee (SPRC) process.  After some internal discussion pertaining to this process, staff started to contact facilitators in late December.   The timing took longer than anticipated - in part due to the holidays - in part due to the number of facilitators necessary to contact.    

Staff has envisioned that the process would entail approximately four public meetings (however, the final number will be determined through the process).  The first meeting will most likely be a meeting to establish ground rules and ensure that expectations are managed.  Staff will be working closely with the facilitator in planning the meetings. 

Based on the delayed start, the March 17, 2007 County Board meeting allowed staff to provide a status report on the project – the item remained on the consent agenda.   The first facilitated meeting was held on Tuesday, March 13, 2007.

Marymount Proposal:  Since its founding in 1950 by the Religious of the Sacred Heart of Mary as Marymount College of Virginia, a two-year women’s school offering the associate degree, the Marymount community in Virginia has grown to a comprehensive, coeducational university serving approximately 2,300 undergraduate and 1,300 graduate students.

Marymount University’s main, 21-acre, campus is comprised of classroom buildings and laboratories, including a computer lab, faculty and administrative offices, and residence halls.  Housed in the Emerson G. Reinsch Library are the Learning Resource Center, the Instructional Media Center, the Reinsch Auditorium, the Lee Reception Room, and the Barry Art Gallery.  The Rose Benté Lee Center is the University’s community focal point, featuring the 1,000-seat Verizon Sports Arena, a fitness center, Bernie’s café, the University bookstore, a recreational gym, the swimming pool, a lounge, athletic offices, and meeting rooms.

To meet the current needs of the university, Marymount has requested a use permit amendment to construct a multi-purpose building to accommodate additional parking, student residences, classrooms and performance space.  This use permit amendment does not anticipate any increase in the student enrollment.
