Comprehensive Update to Section 31A: Historic Preservation Districts

The County Board adopted a comprehensive update of the section of the Zoning Ordinance governing Historic Preservation Districts in December 2009. Updated versions will be available online soon!

Historic Preservation Master Plan

Program Overview

The Historic Preservation Program helps identify, preserve, and protect Arlington's historic resources. Working with the Historical Affairs and Landmark Review Board (HALRB), program staff researches and designates historic sites, surveys buildings and neighborhoods, and promotes preservation efforts and Arlington's heritage throughout the community.

HP LogoUnder the administration of the 15-member Historical Affairs and Landmark Review Board (HALRB), County preservation staff develops programs and projects to identify and protect Arlington’s historic resources. Such activities include:

  • Conducting research on historic sites throughout the County;
  • Performing architectural surveys of buildings and neighborhoods;
  • Visiting neighborhood associations, community meetings, schools, and special events to promote historic preservation and Arlington’s heritage.

Since 1996, the County has undertaken a countywide architectural survey. This survey is expected to be completed by 2008. The historic sites identified during the survey will be researched, and if determined eligible, nominated to the National Register of Historic Places and/or designated as local (Arlington County) landmarks/historic districts.

The character of Arlington's locally-designated historic districts is protected by a design review process that requires a Certificate of Appropriateness (CoA) for any exterior modifications, new construction, or demolition within district boundaries. Through its Design Review Committee (DRC), the HALRB reviews all proposed exterior changes, except for painting and routine maintenance, and assists property owners to assure that all proposed changes conform to established design guidelines.
